Yeah, just make a custom transaction, for examplein Electrum. Do you want it to be accepted at some point or should the transaction really be rejected? I don't get exactly what you're trying to do here Smiley 1sochi Spam?

Maybe next time, you should ask the recipients to register a coinbase account so that you can make the off-chain payment instantly and free. Smiley


If you want to do it on-chain, the best way is to create a big transaction to send out the money to every recipient at the same time.

 Best course of action seems like wait for a lot of them to compile and when they are big enough , sending them all out at once paying miners fee only once.

That is the cheapest/quickest way.

You could "hand-craft" a transaction that distributes this tiny amount to the recipients, and then send it to the bitcoin network hoping that some miner will incorporate it in a block. However, it will most likely not be instant.
But why bother? Is it some kind of faucet payout? Then it does not need to be instant. Do you want to be generous? Hey, 0.10 USD isn't exactly what I'd call generous, even if you give it to a single person.

Why do you not want to pay a fee? If you send all the payments out at once you only need to pay a fee once so I'd just do that.

 Think of 0.0002 , thats a small number to give out I know but how can I give this to a person , better yet a lot of person and not spend any miners fee and make it as instant as possible?
