Bitcoin OTC is probably the fastes. Just make sure the seller is reliable and has only positive feedback

Local Bitcoins is the fastest. You meet someone face-to-face, you give them bitcoin, they give you cash and you part ways once you see say four validations...faster than any exchange.

BTC-E is the fastest and safest. Very quick.
How fast is it and where does it deposit to?
In the netherlands we can use a site that buys our coins and drops money the next day on our bank account.
I don't know the exact time that each site takes for transaction.
I am also new to bitcoins. I am all along going the same way as you go.
Might be once I get some experience in these transactions I make a post here.

If you add a credit card and verify the two transactions on your statement, you can instant deposit.
BTC-E is the fastest and safest. Very quick.

Coinbase does instant buy/sell, but you have to have bought from them and wait 30 days from your first bitcoin as well as verify your identity.
