I think dailymail story put together truth & lies. Surely the Brits don't like to educate their foes about HM SIGINT&COMINT capabilities. However the use of SIGINT/COMINT tactical platform is not unheard in our world. I know the US states' Air National Guard/National Guard put their Guardrail aircrafts at work (jointly with LE Agencies) to hunt CONUS-based terrorists.
