Would be a nice implementation in the GUI. However, you can already do this using the pay to many option.
As the first address, key in your change address and type in the full amount.
Next, key in your destination address and subtract the amount you are sending to the change address before keying in the destination address.
If it says there is not enough BTC, decrease your BTC amount from your change input and press preview.
You should see one extra output, note the amount and cancel the preview, and add the amount to your change address.
This isn't the easiest method but hey it works.

This is an advanced use. This option should be enabled from Preferences → Transactions.
When the option "Specify the change address" is enabled an input text labelled "Change address" is added to the Send tab.
When the user spends from a paper wallet s/he would like to send the change to another paper wallet or to another wallet.
