I was recently a newbie, and to be honest, I am for your argument. I believe that what you're saying makes logical sense on paper (on screen?) lol, but I do have some things to add:

When I was a newbie, I was mostly a lurker. However at times there were certain threads that interested me, mostly in the marketplace, that required me to PM/post. The restrictions were very frustrating, and at the beginning, VERY strict. I remember sitting on my computer for hours just to send 3-4 PM's to one guy who wouldn't give me his contact to an IM.

That above ^ is the reason why I went from being a lurking noob to an active member. It made me post more and become more active and involved, which would in turn rank me up and get rid of all of these restrictions which seem so ridiculous and restricting.

I think restricting noobies goes beyond just preventing spam and scam attempts, but it also encourages you to rank up. I'm going to take a guess and say that most newbies end up ranking up eventually if they have good intentions with their account, and that these restrictions don't scare them away from the forum.

It would be good also to invite a third party service like im facebook that has messenger to which messages had great and advance feature in messages. This will also remove the chance on every user to go on their telegram to process the transaction especially in selling goods and etc.

This is only a suggestion who knows one day that it will be implemented and of course all of the conversation will be done fast and easy.

+1 I would also be keen for this sort of feature... I've been fairly active in some of the "wallet" sub-forums helping people recover coins from various wallets due to "broken" seed mnemonics, or wallets being deprecated or issues getting wallets working etc. Because of this, I actually get unsolicited PMs from brand new users who basically signed up just so they could PM me and ask for help.

Then I have to give out email/skype etc to be able to communicate with these users as they only get 1 PM per day etc.

Whatever you are saying tecshare can be done if users can whitelist other users on personal level. Instead every newbie can send  unlimited message (with whom you did corresponded.) you can select them (personally whitelisting.) Once you are done with trade then you can remove them or keep them in whitelist.
I really like the idea of being able to "whitelist" individual users, regardless of rank.

It absolutely makes sense to have such an option especially because of cases like TECSHARE mentioned. A tick-able option to allow any member, irrespective of rank, to send you unlimited number of PMs should be made available if possible. If we are given the option to block PMs from newbie accounts I think an option to allow any number of those PMs should be made available as well if some users want that.

You could find 1 good post that they made in order to give them one merit, that is an option? But I guess most newbis wont even have one good post

..not all newbies don't have good post,,many of them are intelligent enough to earn merits for their good quality posts..PMs are options for everyone to send message to those whom they rely on,so that no one can read what is exactly asking for..it is up to the members if they will going to entertain lots of PMs on their side..

I will suggest you to develop some alternative method of mechanism for your case instead of relying on forum.(Forum is slow in implementing features.)
Reasons and some limitations of SMF. It is why Epochtalk developed.
None of these ideas are new to me. Even if I don't respond to suggestions, I do read them, and they float around in my mind going forward. If it's not already done, then there's some reason why. A big possible reason is that I'm the only person who does development on the current code, and my time is limited. Another big reason is that this is a huge forum with complex dynamics, and even small policy changes can have big effects which need to be thought through very carefully.

PM-limits don't depend on Merit, only on Activity. They need 15 Activity to reduce restrictions.
I'm not sure if a Copper Membership still whitelists PM as it says on the above link.

First Exclusion Ever
If it will be implemented, it should be optional feature. Someone whom feel this feature is convenient and not annoying can use it for their interests. In contrast, someone whom feel this feature potentially bring inconvenience and annoyance, can ignore this feature and skip using what we have now. This feature to control spam PMs from newbies (and Warning with their PMs) implemented after long discussion from forum users, so I don't think most of them will support your suggestion (I could be wrong, but I think there are likely a minor part of forum users support it).

Stop and think out the logic please first. Spam personal messages are generally unsolicited and en mass. You can't send unsolicited messages to people en mass by having one or two people replying to you, and that small number that would reply would not be sufficiently useful to send spam to.

First Exclusion Ever
I wanted to suggest a feature that would allow users who are limited as far as the amount of PMs they send a day, to send any member that replies to them unlimited messages as any other ranked user. I understand the limit is completely necessary to prevent personal message spam, but this would allow users to communicate uninhibited and without delay, without risking mass spam. I don't know if this implementation is possible but I deal with new users a lot as I sell several lower priced items and I have high levels of trust meaning I am often one of the first trading partners for new users here. Often they can not finish a transaction for days as a result of this limit. Is this suggestion technically viable without a ton of effort?
