Probably some connection issues. This scenario also happens to me whenever I'm trying to load a webpage with a slow connection. Not all the layouts and the features of the page are shown--only plain texts and hyperlinks are there to see.

Looks like CSS of the forum couldn't loaded.
It happens sometimes. Probably minor hosting/cloudflare etc problems, nothing to worry about.

Considering Bitcointalk doesn't use Cloudfare, I'd think it highly unlikely it would be that.

It is because of slow internet. I get this some times. When the forum takes longer time to load, it will show especially if you click "Stop loading".

Wouldn't that likely be a problem on your end with your connection or browser? I don't think I've seen it with me on this forum but does happen elsewhere from time to time.

You're right... I had faced this problems a lot of time. This is due to bad connection.
And the same problem will persist for all websites, if your connection was bad ( i had a lot of experience with this kind of issue due to my bad connection 10Kbps (not KBps))
