CZ always talks diplomatically. And he's actually right about it.
Trump doesn't knows much about bitcoin and cryptocurrency. Most of the things that he heard had came from his advisers. He's hasn't actually made up his mind about bitcoin and the congress is still indecisive about it. US being one of the promoter of democracy and free speech, would have an extensive discussion and research before implementing any regulations.

I don't think it will have an impact and the recent tweet is not the cause of that sudden drop, we should expect the president of United States to be bias or not partial on Cryptocurrency, he has the whole banking system to protect, but I agree just mentioning Bitcoin will have a good impact, some people will now get curious about what is Bitcoin.
