That is a Bitcoin Nation concept called Eden.
Eden will be an interconnected floating Islands/platforms of different shapes & sizes with pathways for water transportation. Why interconnected islands? For safety reason. Guess it's better to have different structures joined together as Island than a massive single Island? The good thing about this model is that as the Country prospers more Platforms could be added to expand it. A Platform could Infact be developed for our Military.
* Bitcoin will be the Island National currency. Some form of Stable Bitcoin (on Sidechain i guess) will be created mainly for buying/selling and payment of citizens salaries and there will be option to switch to free-floating Bitcoin currency (main Bitcoin) for speculative purposes and as store of value.
Construction Stages:
As much as 30-45% of Eden will be constructed by specific Investors while the remaining 55% may be done through Crowdfunding. The construction should be gradual and done sustainably.
So first thing first, the construction and the assembling of the interconnected floating Islands on a healthy and beautiful International Water.. followed by the addition of an Airport, a First-class unique Hotels (with fancy submarines for best underwater exploration), unique amusement Park, Hospitals, Market/Shopping mall, Security, Internet, some Roads, Pipe borne water and Sewage system. These are priorities due to the fact they are basic infrastructures and could sustain a new Country while other infrastructures are being built plus they could be great sources of income for their investors when completed.
Hotel, Hospital and Shopping mall will be sited on Island 4. The Hotel should be a bit close to Island 6 to serve the Tourism industry and visitors from Airport.
The new Country should start accepting reasonably amount of Tourists after the these infrastructures have been put in place.
PLATFORM 7: Schools and Industries
This part I like alot! Here Schools and Industries will be close to each other. The idea is that bringing schools and industries together will enable students have practical experience in their chosen fields. For example, a Computer science class can be in an observation room watching Apple Computer manufacture its Mac computers and Ipads, with a "Tour Guide" educating the students. Same as a Blockchain/Software Engineering/programming class can observe Blockchain developers develop Blockchain projects. Automotive engineering class will observe Toyota manufacture its vehicles. Every departments of Schools will be closed to corresponding Companies, for instance, Department of fishery will be close to Fishing Companies, Computer Department will be close to computer makers... etc . The observation rooms will be sound proofs. This hopefully will make Eden Schools the most sought after in the Worlds. Will also help save space and costs of acquiring too many expensives lab equipments.
Most Platform 7 companies if not all,will run transparently and operate on open-sourced model. Such Companies could be Software companies, Auto companies, Ship building companies, companies specialized in building underwater machines, etc
A section of the Island will be dedicated to ICOs funded Start-ups.
AGRICULTURE: Vertical and Horizontal Planting.
The Country would be a Nation of beautiful flowers and gardens. The entire city, buildings and homes should be covered in fruits, vegetables, flowers, legumes, cereals and they should be planted extensively and uniformly. The focus should be mostly on small and light Plants like rice, wheat, tomatoes, beans, rye, barley, (depending on climates,) because they wouldn't need too much soil to grow. I have seen some articles on Vertical Planting, don't know how it works though but I believe it would be great for a small floating country like Eden. Citizens have to be mindful of what they grow to avoid making the floating platforms too heavy.
We should be fairly independent agriculturally.
TRANSPORTATION.
Transportation maybe mainly by Water
There would be some sort of underground Waterways for intra-city transportation. The waterways could even connect to City buildings. Rail and road transportation will be okay too
PRIVACY:
All Eden Companies will be compelled to add options that would enable owners disabled all spying features on every electronic they buy. Mobile Phones for example. Spying features can only be allowed (and can't be disabled) on public devices in public places. Surveillance cameras for example.
TRANSPARENCY
* Eden will be the most transparent Nation on the Earth. All its financial activities will be extremely transparent. The Country's budgets, donations, taxes and expenditures will be available on the public Blockchain. Large screen will be mounted on strategic locations (such as Airports, leisure parks) with live details of budgets, donations, taxes and expenditures. Donation section may have the names and pics of the donors... I believe will encourage people to donate more. There could be way of identifying donors in the country and online.
Taxes may be voluntary. An Individuals can be able to log into the island's website to find out exactly where his/her taxes go to and how they are used. The more taxes you pay the better the services offered you (services like security, waste disposal..). Though there must be a fixed quality service standard that should be rendered to every inhabitant.
* Eden will probably be the most sustainable Nation too.
WELFARE
Welfare schemes should be on contributory basis. It may be mandatory to make small regular deductions (in %) from Citizens's online transactions and pool them in a special fund. The funds will be locked and unaccessible until owners have very important needs to be met in times of financial difficulties or when not having adequate finance.
SALARIES.
Citizens must be well paid. There will be regular deductions (about 5%?) from salaries that will be funneled into individuals Welfare funds. This will be part of several other deductions that will be going into the welfare fund.
UNEMPLOYMENT.
When you become unemployed it is automatically registered on the Blockchain and the contributory welfare fund will be automatically unlocked for you. You must put in enough effort in finding a job otherwise your welfare payments will constantly be reduced as penalty. List of availabile jobs (that suits your needs) from the island approved job sites will be regularly forwarded to your email address. Once you find a job, the welfare fund is locked again and half of your two or more months salaries will be pull back into the welfare fund and normal deduction will continue thereafter .
ROADS AND PUBLIC BUILDING MAINTAINANCE.
Roads could be concessioned to private companies for business and maintenance. The companies could make money from road advertisements and automatic Bitcoin deduction from your wallet when you vehicle uses the road. If you have no Bitcoin in your account it will be added to your debts. The debt will be auto deducted once you earn some coins.
IDENTIFICATION.
Every citizens will be (voluntarily? ) identified through a Biometric system. The Your Biometric data will be recorded on the Blockchain with best possibe encryption and will be used for authentication purposes on Crypto websites and Countries's numerous services. No human can see nor access your biometric data not even the services/websites. Only the Blockchain can.

Note that the Blockchain bot won't Penalize or stop you from having multiple anonymous accounts on websites and the websites wont even know you use multiple accounts. Blockchain only Penalize you for fraudulent activities. Fraudulent activities are activities deems illegal by Eden's Law.
SECURITY

All services available in Eden could be replicated on its online platforms(Eden virtual country) in order for people who missed out on physical citizenship to benefit from Eden's services. You could become a virtual citizen pending when the country infrastructure and floating platform are expanded to increase the Country's population.
