I think it is very important to estimate the time needed to complete any task.
If so, yes you can base your price on a hourly basis.

You can say that it will take x hours to complete this particular task, and payment is made accordingly to that.
If you need more time, it's your issue. Except if the customer ordered extra features

Depending on work, I don't think $25 is overcharging.
One of my bosses used to sell me for €110/hour a few years ago, and I was doing way less than what you offer ...

The issue have to do with the durations that the job might take some dev delay jobs in order to increase the hours above all since virtual job involves the absence of the job owner there is every opportunity that he shall pay more hours than needed for his job to be completed.
If actually you need someone to tell you how much to charge, i will suggest that you bill a job on one time fees only and not based on the hour.

$25 is fair charge for programming on a global basis.  Its a free market so of course if its less then similar offers, he just wont get any work.  No need to argue much about it, also he offered to negotiate a fixed rate.   I guess that would be a bulk discount for any bigger project, seems fair to me.

Maybe the dude is just busy and this is the cost he needs to put other tasks aside.  If anything I wish India was more free market and less people interfering in how they think business should occur

Probably you don't know the standards of coders on bitcointalk.With $25 per hour in India,you can easily buy a castle off your earnings in Delhi in 6 months I think.Your portfolio basically looks like crap and don't know what makes you think you want people to pay $25 an hour for.

$25/hr is not a fair price unless you can complete any task within 3 hours or thereabout.
You said you can code anything? Can you make an functional ico script and sell it for $25 each? If yes, you shall become rich faster that looking for who to give you a job.
