The OP is misinformed, the words "Monnaie électronique" have a precise definition. Electronic money in the context of European and French regulations means "a transferrable claim on the issuer, expressed in fiat.
Bitcoin is not electronic money as it is legally defined in Europe and France. It is absolutely not in the scope of this article. Which country would be moronic enough to try and forbid Bitcoin ? The Streisand effect would be massive.
