I also have seen the price of NANO and Ignis in HitBTC different with others exchange, and when the price of coin different with others exchange, that coins is not transferable so not possible to do arbitrage. I dont know why this is can be happen, i think this is only make bad thing for liquidity of that crypto.

The same thing is being done for Bitclave and Tezos and many other coins I believe. It's not really a scam. I of course, wouldn't suggest buying it though.

It's possible that the exchange didn't receive their coins yet so you'll be able to deposit and withdraw when they do.

I found a discrepancy in the BOS coin price between KuKoin and HitBTC and a friend told me that the coins on HitBTC were 'fraudulent' and they were not on the BOS Blockchain.  How could that be possible, that an exchange like HitBTC would accept 'fake' coins for trading?  Has anyone encountered this?
