No. Most the people that dislike Trump (A) don't use public transportation that often or (B) do use public transportation a lot and can afford it. Further, if you're poor already there are a lot of programs that offer free or reimbursed cost of public transportation.
This isn't nearly enough for Trump to get elected again...although since he was elected once all he has to do is not piss off the people that voted for him. And doing that doesn't involve free public transportation, it involves him following through on his campaign promises.

I think there should be some form of a coupon every month, with which people can take e.g. one or two bus/train rides per month for free.

If Donald Trump will implement free bus & railway tickets for all people, US people most probably will be happy. Free tickets will be paid from all taxes and Donald Trump will win second time or not ?
