You can use bitcoingarden forum, AFAIK it is a bitcoin forum with good activity and traffic. Of course we cant compare it to bitcointalk but at least you can try to announce your ICO there for free. There are many other bitcoin related forums, but most of them does not have good traffic.

You can use ICO list market site like tokenmarket.net, this site pretty famous, you can listing your ICO project there for free.

There's a lots of forum which also related to crypto that you can advertise your ICO project mate I'm sure Google will help you out to find those site just simply key in the magic words and it will give you the list of crypto related sites where you can post and advertise your project.
But most of them are paid, isn't it?

There are a lot free forum which you can start promote your project, for example: allcryptotalk.com cryptotalk.org and ect.

For promotion there  you will get banned.
For promotion there are another subreddits but they are totaly dead because everybody promotes self product  Grin

I'm sure google will be able to answer your questions if it's not related to this forum. Why would you announce an ICO to other free sites other than bitcointalk when you are asking your opinion here? I mean you can freely announce it here in this forum.

It is good idea, I think reddit is another good platform to make an announcement about your ICO project, BTW, I think bitcointalk is the best place to announce an ICO since there are huge of active investors here.

I know these sites: icocountdown.com, tokenmarket.net, icobazaar.com, bitguru.co.uk, icorating.com, icostats.com. They are paid or free, I do not know.
