For personal use yes but for business no.
Banks refuse to open account for Bitcoin related business.
We have to lie about it and eventually they close the account.

You can buy anonymous prepaid card on this forum, just do a little search.
They are not always reliable, I saw all the cards from a seller getting blocked by the bank.

French banks don't work with bitcoins, only EUR or "official" currency.

It's already hard for french bitcoin business to get a bank accounts, so asking them to issue prepaid cards won't be easy at all...
