It was a micro exchange trading less than 10 BTC day. (2500BTC Nov 13 to July 14)
Obviously not generating enough income for them to comply with French regulations.
Seems like the admin may have been involved in criminality not Bitcoin related.
You can see why Stamp are at least trying to comply - with their stupid questions about your intended activity. It covers their backs from officialdom.

How bad is their financial situation that they need to arrest to confiscate 388 bitcoins, I wonder. What next, arresting beggars for illegal money begging business?

Although I hope the guys running the exchange were smarter than DPR and actually still have a cold wallet.

It looks like the French socialists feel threatened by Bitcoin.  They shut down a homegrown Bitcoin exchange.  Per the reporting, it was nothing more than a Bitcoin exchange.  Looks like Bitcoin is starting to do its job.
