Yes it is true and I would hope most people know this already (hence the fines if you park in front of a fire hydrant).

Please keep in mind that the fire department can legally smash out your car windows.
If there is a fire that is BURNing at a house, and you car is parked in front of a fire hydrant, they can and will smash your windows and run the hose through your car if need be.
