So I believe it is very unlikely Musk will have any chance at all to even run for the presidency, unless the American people decided to have a referendum and adopt a new constitution adapted to modern times.

I don't think Musk really wants the President job. He tried to back out of the twitter deal because he knew how much flack it would get him, of course, along with its inability to financial stand without FBI funding.
The Constitution is a piece of paper. It does nothing until it is activated in human form by people taking office. They do what they want. If nobody forces them to obey their oath of office, they do whatever they want. Elon Musk's wealth might not give him the seat. He would need the support of Americans which I doubt he has. UK going back to the EU is very unlikely because they are gradually coping with the challenges of Brexit. There might be some hidden disagreement between EU nations but the war in Ukraine has united the EU and their relationship is getting stronger
