Most counties require that you apply for the permit first, then if approved, take an 8 hour training course specific to concealed carry.
Not sure if the front sight training organization offers Concealed Carry classes, but if they do, the certificate that you have would not qualify for at least Kern County (which is probably the most lenient county in all of California).
Additionally, an Arizona CCW permit works in about 30 states, and you don't have to be a resident. (more info located at the above link).
