They just provide solutions for merchants to be able to accept Bitcoin. They can't be responsible for what behaviour the seller has. Actually, you can be happy (at least) that they disabled the seller to use their service.
To be honest, I don't think you  will recover your bitcoins

Hi all,

I'm after some feedback on what are the obligations of a Bitcoin "Exchange" site. My situation is as follows....

I was one of the unlucky people to be ripped off by one of their Merchants (bitcoin-miner-store.com) who are clearly dodgy because they never actually send you the miners which you paid for.

One of the main reasons I fell victim to the bitcoin-miner-store.com scam was because it looked legit!!!! I.E. Spectocoin handled the transaction and even walked me through it online live. GREAT. Thanks Spectrocoin for assisting me to be ripped off!!!!

At least 6 week ago, when i realized that I had been scammed, I logged a case with Spectocoin to request them to investigate. I was Issued with a ticket number and told they would investigate. Recently (after pushing them for an update) they told me that bitcoin-miner-store.com account has been suspended until they provide a re-fund.

Although this is good, because it means no one else can become a victim of the bitcoin-miner-store.com scam, I don't know if i will ever see my bitcoin again and ... they (bitcoin-miner-store.com) will probably just find some other bitcoin exchange site and start ripping people off again eventually. Not cool.

So, this brings me back to the point of this post, what are the obligations of a bitcoin exchange in relation to end user safety and the "weeding out" of dodgy Merchants before they can rip people off? Is it reasonable to expect an exchange site has a good dispute resolution process in place, I.E. are they actually be responsible for verification of their merchants (bank like) or is it just a fact that people can and will be ripped off by dodgy sites like bitcoin-miner-store.com in the future.
