Other of those treaties would not allow them to arrest Putin. Putin is simply making it easy on them by not going.

Besides, Russia simply was attempting a police action on Ukraine, to keep the Ukraine government and military from killing a bunch of Ukrainian citizens for nothing. It's still a police action. If it were not, Russia would have simply rolled across Ukraine long ago, and there would be no more Ukraine.

The Russian Fuhrer refused to go to South Africa for the summit. He was afraid of arrest, so he sent Foreign Minister Lavrov in his place. By the way, Putin, even in Russia, does not climb out of an underground bunker, fearing the criminals around him, like himself, who will hand him over in order to save themselves.

 What nonsense! Russia attacked Ukraine, that's a fact. That is why the UN recognized Russia as an aggressor. There is no fact to say that the US attacked Russia. You don't have to lie. This is not a kindergarten for you, so that people would believe in your childish babble.

Just like every government. Ask for help from the slave-maker of your choice. It just happens that Russia allowed this slave-making of Ukraine, by the US, to go on as long as it has. Why did Russia do this? Because they were allowing Ukraine to have freedom of choice.

Russia's single reason for fighting is to protect itself from the US/Nato that wants to destroy her.

  There is a small but important nuance in all this, the President of Ukraine asked Biden to help protect Ukraine from Russian invaders, whose goal is to destroy the country and its people.

I don't know why op seems to hate Putin that much but from my findings and little research I knew that Putin is not the kind of person we think he is. The approved legislation designates the Bank of Russia as the sole operator of the digital ruble platform. The Central Bank will be responsible for all aspects of "Russia's" CBDC, including functionality, safety, and "the correct accounting" of transactions.

Interfax provided some more details about what was included in the final version of the bill:

The adopted law clarifies the ban on crediting digital ruble accounts, as well as on the accrual of interest on the balance of digital rubles. It is also prohibited to open joint digital ruble accounts (for several users).

The document also establishes the Central Bank's right to block a platform participant (bank) from conducting a transaction if the regulator suspects it is being carried out without the client's consent. In this case, the Central Bank will inform the bank or the client about the possibility of sending a second order using the same details and for the same amount. Upon receipt of a repeated order, the Central Bank will be obliged to honor it.

In addition, according to the law, the Bank of Russia will be able to enter into agreements with other CBDC operators [i.e., other central banks]—not only of a foreign state, but also of a group of foreign states.

By the way: Interfax's report also featured an interesting comment from first deputy chairman of the Bank of Russia, Olga Skorobogatova, who is very excited about the possibility of creating not just "national" CBDCs, but CBDCs for "a whole space". And just think: some gullible worrywarts claim CBDCs could undermine what little remains of national sovereignty.

If we are realistic about this arrest warrant, it is likely just a symbolic measure. Because Putin does not have any reason to leave his country, specially in war time.

Even if Putin left Russia to visit a country which in theory is supposed to comply with the arrest warrant, (like Venezuela), the arrest is unlikely to happen due to the fears of escalation of the hostilities and in the Venezuelan case, Russia is such an ally of this corrupt government that they would rather not to comply and not to bother the Kremlin.

Anybody can issue an arrest warrant for anybody else. Or, anybody can get together with a few friends, and together they can issue an arrest warrant for anybody. You can even do it, right? But why?

An arrest warrant doesn't mean anything except that there is strength behind it to do the arrest. Otherwise it is just babble. The question is, what strength do the issuers of an arrest warrant for Putin have? I don't see anybody stopping Russia from killing Ukrainian soldiers.

Finally done! The International Criminal Court (ICC) has issued an arrest warrant for Putin for kidnapping children in Ukraine. Now Putin cannot appear in countries where the jurisdiction of the ICC operates. Even the talks with Ukraine that Putin insists on cannot take place. No one dares to negotiate with a criminal. I wrote earlier that Putin is a criminal for orchestrating the mass doping of Russian athletes at the 2014 Sochi Winter Olympics.

Russian President Putin cannot avoid a judicial investigation, and strange as it may seem, not as a political hooligan (1,2), who violated international treaties and is guilty of the deaths of tens of thousands of people, but for a crime in the field of sports, specifically for the massive use of doping by Russian athletes and substitution of doping samples by FSB officers, which qualifies as a criminal offense. Putin, of course, denies state involvement in the doping scam, but the matter is complicated by the fact that the Council of the International Association of Athletics Federations (IAAF), held in Monaco on December 3-4, decided to extend the suspension of the Russian athletics federation until two conditions will be met:

First, Russia must pay all bills related to the IAAF's costs of detecting the scam, and it will also be necessary to pay the costs of monitoring compliance with the conditions for restoration.

The second condition, the most unpleasant for Putin, is that by December 31, access to the samples of the Moscow anti-doping laboratory must be provided, and according to the results of the recheck, all those responsible will be punished.

There is no doubt that among the culprits will be the former Minister of Sports of the Russian Federation Vitaly Mutko, who from the very beginning of the doping scandal has been suspected of organizing the mass feeding of Russian athletes with illegal drugs and who can pawn Putin. In this regard, Mutko should fear for his life. No one is guaranteed from an accident, and, as Woland said from Mikhail Bulgakov, "A brick for no reason at all will never fall on anyone's head." An interesting fact is that Mutko somehow threatened to go to civil court for libel, but something prevents him from taking this step. The fact that Mutko would not have dared to commit a crime without Putin's instructions is indisputable. The organization of power in Russia, created by Putin, is such that without his knowledge, not a single civil servant is free to disobey. The Nazi and revanchist Putin, like Hitler, uses the sporting achievements of Russian athletes to raise the spiritual component of the Russian people, as proof of the exclusivity and significance of the “Russian world”, in the protection of which Fuhrer Putin found himself and defined his life as the goal (3.4). But what is surprising and known in advance, these good intentions, like Hitler's, will end very sadly.
