I think some of this has to do with the fact that certain billionaires, like Bill Gates for example, donate billions of dollars every year to charity...
While other billionaires, like the Koch brothers for example, spend billions of dollars every year lobbying congress for new tax loopholes, etc...
This is why people bitch about the Koch brothers... it has nothing to do with their choice of left vs right, and has everything to do with their generosity vs greed
Or it is just that when conservative billionaires donate, it doesn't get much media coverage.
Both of them are lobbying for one thing or other
And let us ask ourselves, who are those stashing their billions on foreign countries?
Apple, Microsoft, Google and so on.

Yeah, a lot of companies dodge taxes... they kinda have to in order to stay competitive...
How can you charge the same price for your product, if you pay 35% more in taxes than everyone else?... You can't... The system is broken
"Cheap labor from foreign countries" is a misnomer... first, this is the global age, everything is global... secondly, as more companies move to China, their cheap labor disappears, and they get paid a higher wage (supply and demand)... in 20 years there will be no more "cheap labor" anywhere on the planet
