Doubt that you will be able to find any ones without verification, unless you are able to advertise for it in which case you'll be looking at buying the card from other people. The prepaid card can be carded or obtained illegitimately in that case.
All the bitcoin debit cards now require identification, Wirex used to offer 0 verification cards but I don't think anyone does anymore.
If you're solely trying to buy something online, try services that offers "buy-anything-with-bitcoin" type of business model.
