It is the senders loss because only he gets a refund when it is an international parcel.
Good to know..I hope he did not load it...i would assume a coin should be loaded only once received..this way no digital content is lost.

I have had USPS registered items delayed for over a month stuck in limbo.
Also had registered letter from Canada stuck in USPS customs get LOST and nobody knows what happened to it even though tracking clearly showed it was in their possession.
