I must presumed you are using risers on this setup, try to install the GPU unto PCI-e x16 slot directly without risers.
If its working fine, you know already what's the culprit.

I'm building my first miner (there are to be only two GTX 1070 cards for now), but I'm going uphill.
Before I get the target cards, I am trying to connect GTX 760 3GB for testing.
My set:
Gigabyte GA-H110-D3A motherboard (bios F23 and F25a) + 4GB DDR4 + G3900 + Coolermaster 800W PRO GOLD + riser 009S.
Windows 10 1607 (not 1709 yet).
Monitor is connected to the onboard VGA card. I have tested all the options in bios described in the network. I also cleaned the drivers, unplugged the network cable so that Windows would not be able to install its driver.
Without the GTX 760 it always starts, but after connecting 760, installing the NVIDIA driver (the newest) and rebooting, the windows dots are spinning and instead of the login screen I have the blue screen.
