If I buy directly from the manufacture is there a 30% import tax to be paid from importing it from China to the USA?
There is a tax in every country, but in Russia, the miners I know pay money for the equipment to the supplier and pick up the equipment at the point of delivery. Your seller solves these problems. If you are buying for home mining, then you do not need customs documents.

Buying from anywhere else increases risk of being scammed and even more importantly, even if the gear is new it will NOT have a Factory supported warranty unless it bought from the mfgr or one of their Authorized Distributors.
