Is it recommended to generate a new seed after importing funds (with the help of the 12 word phrase from BRD wallet)
to Electurm?
This didn't imported any funds to Electrum;
Importing a seed phrase only "copies" the private keys from the original wallet (BRD) to Electrum.

Since both Electrum and BRD wallet both has a copy your private keys now, either wallet can spend your coins.
If you do not want the previous wallet to have access to your funds, then you should send 'max' to a new Electrum wallet with a new seed.
If you still want to access it in BRD wallet, then keep it that way. (your transactions will reflect on both wallets)

The same, if funds from a paper wallet are sweeped to Electrum?
Now this actually sent all the coins from the paper wallet to the loaded Electrum wallet, the private key of the paper wallet is discarded after the transfer.
If you think about it, this is a reckless question since sweep requires an existing Electrum wallet (that you own),
it does not create a new wallet from the paper wallet so there's no reason to ask if it's necessary to create a new seed.

If you're talking about "import private key" instead, then it's recommended to create a new wallet if you're not planning to spend it all right away.

P.S.: It would be nice if you can reply to your topics to report that your queries are already answered, at least for closure purposes.
I peeked into your post history and only a few older topics have reply.

OP is asking if it’s recommended to create new seed phrase rather than importing seed phrase on different wallets and yes it is recommended to because you never can tell how the old seed phrase was generated.
If op is unsure of the authenticity of his old seed, then he may consider generating a new seed to avoid any complications. Electrum generated seeds are secured so op can sweep his funds into the newly created one and store his new seed.

It is not mandatory but it is recommended, reasons been that you don’t know whether the seed phrase is already compromised and using it on another device or wallet doesn’t save it from that danger.
Secondly it is highly recommended for closed source wallet because you don’t know what the wallet might have done with the seed phrase since it’s source code is close, creating a new seed phrase on electrum is better since it is open source wallet.

Yes it is better to sweep a paper wallet because of the reasons above too, which is for more security reasons.

Your 12 word seed phrase is what gives you the ownership of that wallet and that is why it is said that you don't expose your private keys to third party if not they can be in control of your wallet because they will have full control of the wallet. So if you import your seed phrase to another wallet, you don't need a new seed phrase, because you are not creating a new wallet but only importing the wallet that you already have to another wallet, so that you can control your old wallet on the new one as the same wallet.

It is in that your wallet that you have funds in, if you create a new seed phrase, you will see all the addresses empty because it is a new wallet.

1. It's probably better to create a new seed phrase in this case yes, and then send the funds to the new wallet.

2. No need to generate anything new in this case. "Sweeping" basically means sending the funds from your Paper wallet to your electrum wallet as you normally would. So unless your Electrum wallet has been compromised, there's is no need for you to create another one, just because you sweeped funds to it.
