Well, it's a good idea but before the idea can thrive, it needs to be carried out in your country firsts and if the success continues to grow, it can be extended to other countries that allows gambling. We do know that there are some countries where gambling is banned and this activity will not still be allowed there because it's considered as gambling.

@OP, you made mention of hiding the virtual treasure and I wanted to ask, if those treasures will be hidden in locations where you will pay for it to be secured to prevent thieves or you will hid it in locations that is safe enough that you don't need to pay for security and will such hunt not cause harm to participants in locations of the hidden treasure?

From how i understand this to me it's just like "Ultimate Search" This happened within my country, and there would be something which the creator would hide inside the forest or the location and gives a sample of it to the players who would go in search of it to the location and, they are being segmented into groups like group A-C, though it has the basic concepts as gaming but it's rewarding as well.

The groups are being shared across the days like, Group A has 2-3 days to find out the hidden Treasure [It could be Gold, Diamond, House Document worth of millions, Or car keys about 7 of it] which people has to bet on the groups to find out these Items. The more they kept hunting the more people bet on the group to win and most times they ends of not finding the hind treasures and those who bets on it lose entirely.

If they got so users, the same game with the bets can attract more attention. But it has lots of problem in realization. If we bet on hunters, who can become a hunter? If it would be possible to search online? Some bonuses for offline players, online translation.

I’ve seen games like this in movie and the only one that’s close to real life scenarios are those organized by Mr Beast - I think he does games like this in his channel but if a company should adopt this idea and expand it even more using a whole city for the hunt it would be a splendid idea.

The only issue would be that it’s not something that can be done in all part of the country - to experience it or take part in the hunt you’ll have to travel to that location to participate (or maybe there might be a way to make it Available everywhere).

This is an interesting idea or concept but I'm not entirely sure it fits under gambling

reducing as each clue is revealed for example.

The clues could be eliminating countries or continents therefore killing wagers

Maybe that could be done in local first to see how big interest for people to join as @Bitmaxz say so the participant will not too many. Besides that, it will not too difficult to control the participants who join in that a geolocated betting event because all participants come from the same country or city.

But the tools to join in this event will not cheap as participants needs to have all of the tools to find the treasure. But that is interesting if there is an event like that especially that can attract young generation to participate.

It looks interesting. There's a similar one here in my country, but it's real money as a treasure and they always keep giving some tips by making video on the place where they hide the treasure.

Maybe this one treasure would be a private key with BTC inside; it's a reward for those players who joined in treasure hunting.
About the puzzles and coordinates that can lead the exact location of the treasure, this might be a good idea not only for profit but also it can be used to share or increase the reward inside the private key if the creator wants to do that.

Not entirely a bad idea but, the idea of a treasure hunt and perhaps a not so common item that is worth looking for… done at that fit more on the collectible section of the forum rather than gambling? I mean, I like the idea and I think it’s one that has been exemplified by some artist in some of the US state, can’t recall in particular but, I’m sure to have come across a post that portrays the idea your suggesting in OP. Not in the manner where clues are sold but yeah, you get the picture.
Eventually, not all would be reported on the forum if found as random strangers could get some and have no clue what it is or how to report it to the forum.

We would have some challenges.
Imagine  selling a clue to a treasure that was never found or was never placed where it’s said to be.
