OP should lock the thread if he already found someone who can do the job but actually it's not advisable to risk your facebook personal information for this small amount only, we don't know what the risk lies ahead on making this job done.
To OP, why not just let the owner do the job (creating and posting ads) using his/her own Facebook account. Send him/her the exact and complete details so he/she can follow your instructions properly. So for that, you don't need to rent the account accessed by you and putting the owner at risk. Its the safest way I think. Then send him the funds that are he'll go to spend.

This is more than KYC if you will let this person have your personal Facebook account.
He or she will not just have your identity but the people you know and around you will be at risk.
He will have your list of friends and relatives, you are not just putting yourself in danger but all the people on your account.

It takes a crazy person to rent their Facebook account to you. You could use it to scam their friends and that person gets arrested for fraud. How would they prove to the police that the fraudster is you?

When you run FB ads, you can run it and spend a small amount of money. Then you can run ads without money, FB will charge later.

In that instance, The account owner has to provide some details like a photo verification, identification of friends photographs etc. that matches one of the account pictures etc. So if its not a real account.
