85% with 70C is the normal fan speed/temp when mining. 

I'm not sure what you think your problem is?

Well I'm updating this just in case anyone else runs into the same issue(s) and happens along this thread.

I tried the beta drivers with no difference so I went back to 13.12 and tried some additional stuff with the following results -

A short scrypt mining session (stock everything) took the card to 85% fan speed at 69C. It probably would have kept ramping the fan speed in an effort to maintain that temperature but I stopped it there. During that time various programs were reporting the fan speed at around 3200RPM. Seems to have some kind of hard cap around 70 the way the fan was going but I'm not positive.

A stress test from AIDA64 took the card to 60% fan speed and 57C. Perfectly usable as far as I'm concerned.

Somewhere along the lines I also seem to have lost the ability to manually adjust the fan speed using CCC. It lets me set it and apply it but it doesn't actually change.

Bioshock Infinite benchmark made the fan scream and there was also a very unpleasent noise I'd label as coil whine or perhaps a ticking. Stopped as soon as the benchmark was ended but I'm positive that it was the GPU fans making this noise.

A simple game of Civ5 (1680x1050 @ medium settings 2X AA) brought the noise back though this time it sounded more like ticking than a whine. Temps didn't exceed 55C during this before I got annoyed and swapped back to my old card. What a fiasco.

In short - I'm pretty sure I got a bad card, and I'm planning to call Gigabyte and see what they'll do for me. I'm not sure what games are hitting that a stress test wouldn't but the whine/ticking is unacceptable to me.

Greetings! The following testing is under no load as I'm hoping to sort this out before trying to push the card.

I just got a Gigabyte R9 280X R1 and I'm running into what I consider to be an exceptionally strange issue. Currently the fan speed is set to Auto and CCC reports that is 25%. However...

OC Guru II reports 816532 RPM
AIDA64 reports 834621 RPM
GPU-Z reports 0 or 1 RPM, but verifies the 25% fan speed

If I manually set the speed to 40% I see

OC Guru II reports 1658
AIDA64 reports 1660
GPU-Z reports 1672

Best as I can tell here I'm on BIOS Version 015.038.000.003.003435 or F31 and Catalyst Version 13.12 . Gigabyte doesn't seem to offer any BIOS updates from F31 directly but I'm a bit puzzled as to what to do. At 40% fan speed the card is idling at 31 so I believe the fans are working correctly, I'm just confused about the obscene speed readings I'm seeing. Has anyone out there seen this before?
