Hopefully BTC reaches 5k this year so that when the new addresses are generated they will already have a decent amount deposited into them.

1. Take a wallet key (encrypted or not - doesn't matter)
2. Generate a private key
3. Run some decryption algorithm (doesn't matter which one) on the wallet key, to generate a new key.
4. Derive a public address from the key
5. Repeat 3-4 until there is a collision with an existing address which has BTC (probably going to take a few generations to achieve that remarkable feat)
6.
7. PROFIT!
That is the only way I can make sense of it. But it still doesn't make sense
