1. Rx580s consumes more electricity 130 -150watts from wall
2. You can get away if you have very cheap electricity or solar panels for mining
3. We are already heading to bear market, I'm not 100% sure about this but I have a feeling the down trend is coming just going to happen slowly
4. If mining becomes less profitable 30MH can start giving 0.5$ per day so are you ready for this? My advice is just keep mining and store your coins for next bull market

Final conclusion
Only buy if electricity is nearly free or you have solar energy

Open box rx580s 8gb for 200$ each but minimum buy is 50, how good is the offer? I'm sure the cards are been used to mine already but due to ban in China that's why seller is selling is this a good buy?

This is a good buy if you can fulfill 2 conditions.First condition is you need to have cheap electricity as these cards are old generation and the best they consume is 120-130 watt at the wall or maybe a bit more,I have some old rigs mining ETC and the Rx 570 at the wall is at 150 watt for 31 Mhsh of power.Second condition is you need to mine for the longer term,meaning you can continue to mine even at a loss and keep the coins for when the next bull run will happen.If you can afford these conditions that is a good offer I would say as those cards do like near 32 Mhsh easily.

You can also if you need money sell like 30-40% of the coins you mine and the rest keep them for the longer term.This is what I would do,this is my personal advice,do your own research before deciding for anything.
