There isn't a place where you could buy quality bitcoin miners at a discounted price for bulk orders as most online website I know only have 1 or 2 miners that they sell in a discounted price so if your looking for more, your best bet would be to open a thread in the following section: Bitcoin Forum > Economy > Marketplace > Goods > Computer hardware https://bitcointalk.org/index.php?board=75.0
And post the bulk mining equipment's your after with budget and your country of place as many do sell this way their miners in bulk as if you check that section, you might even find some threads already

Hard to say what Quality is to you.

Right now there is the B6 Antminer S7, which oddly enough has 800gh less than a typicaly S7, while remaining the full price. It also ship late, so all in all, weird stuff here, but its an option.

Then there is the Avalon6, which i don't personally know how much trouble it would be to setup, but also an option.

Lastly if you're looking at something more industrial, there is the SP50 which is coming out soon. If a big amount of hashrate in a data-center like setup is what you're looking for, the SP50 might be the best option.
