I agree with you the lisk team should make an announcement if one of them created this application before we use this.we are talking of wallet where we store our coins so we should be very careful from what source does it came ..
It's not an official client. It's coded by a community member who is very active with a public name, most probably running a delegate later on. His name is "fixcrypt". He gives Lisk valuable feedback on the tech side on GitHub.
We can't give our official guarantee, therefore best to make your own opinion.

Don't have Android phone so can't test if it work good. Own some LISK on Yobit so let's see if the price will go up when they released Android wallet.
