This seems like some website is trying to limit your download speed, unless you mine ( Monero ) for them, which seems a bit ridiculous to me.
They basically use your hardware, in exchange for a "higher" / non-limited download speed. The script they used was probably -> https://coinhive.com/
May i ask you what site you were trying to download something from? Piratebay?
