Thank you for you interest to GOSTcoin.
You are right it's anoncoin's fork, found and developed by i2pd team and supposed to communicate through the I2P. As you might have noticed, the address you are referring is also I2P's.
However we support clearnet communication for people who are not able to use I2P for whatever reason through the http://gostco.in.
The algo we are using is GOST R 34.10 and GOST R 34.11 and used by government of Russia.
We didn't change hash/PoW only but also signature. We use GOST R 34.10 instead EcDSA P256 used by majority of the coins.
Being I2P experts, we have also improved I2P communication and use EdDSA addresses there.
Since there was no any gostd algo implementations before we had to implement our own for ccminer (cuda) and minerd (cpu). OpenCL's miner is coming soon.

Does anyone have any info on GOSTcoin?

I can't find any info or Ann threads on them otherwise.  Seems to be a fork of anoncoin.  I've seen their algo pop up in a couple ccminer forks.
