Dang. Guys. You gotta TEST your stuff before you buy them on craigslist. If you do this, You will be as safe as buying from a retail store.

Ask questions. "Where did you get it? How long have you had it? Why are you selling it?"

When buying desktop parts. Bring a desktop with you in your car and run it off of a power inverter. It's just 20 bucks and you'll love it whenever you want to have a laptop on in the car.  Don't have an inverter? Then BUY ONE. Don't take risks! They aren't worth it.

From this I have gotten a lot of gems on craigslist at wonderful prices.

Whenever i power up I hear a painful high pitched squeal.  I've read on these forums that drivers are necessary to control the gpu fan, but I've installed the drivers and still hear that sound.  The device also doesn't show up in the device manager.

Any advice?

A fool is quick to part ways with his money...j/k  Cry  you're stuck with a bad card it sounds like.  This happend to me with a cell phone once.  Maybe run the mfg drivers diagnosis tool

When buying used GPUs off craigslist find people that still have the box and packaging. Make sure the GPU looks in good shape from a recreational gamer and not overclocked. Most of the time people that save the box take good care of their equipment. Plus it's easier to resell.

lol.  I knew I was taking a risk.  It would be for altcoins that will be traded into btcs.

I emailed an AMD rep and they said to make sure I'm using a power supply with at least 500W of power for the card's 2 6 pin power ports. 

If that doesn't fix it, I'll upload a youtube vid and post it here.

Haha gave me a good laugh. Maybe the guy that sold it to him, bought it on craigslist. Maybe it's been in the Craigslist Circulation for 3 years.

Your first problem was buying a second hand 5870 from craigslist, I'm surprised it even works. Your second problem should now be trying to get rid of it unless your mining LTC.

Can you record the sound it makes and upload it to YouTube? I think it could be a coil. Most of the time the GPU should run fine with that but I would still either try to return the card or find someone who can fix this, it should be cheap.
