   I have had several gpu fans get slow or quit,I found that I could take the fan off the cooler and spray the inside of the fan with wd-40,fill the inside of the fan and spin it,spray more,spin it until it spins free.Worked for me,all three are still going.worth a try,saves rma time and no mining.
these are brushless motors so you can't hurt them with wd-40.

Just make sure after removing the fans that you clean any oil residue off with a cotton ball/swab and 90+% rubbing alcohol, you don't want that oil that's in WD40 to get on any components, but that would/should work for sure.  Sort of a ghetto trick (not making fun.. I'm king of ghetto tricks), but if you plan on RMA'ing them at any point and they see/smell WD40 it's very likely they're going to send them back to you with a piece of paper with "LOL, WD40..."

Why would this happen to 2 gpus though at the exact same time?

Well if they're physically hard to turn (the fans that is), it's mechanical.  It's either free spinning or not.  The fact that they both went out at the same time is quite odd, perhaps there was a surge somewhere in the graphics card? (Please don't ask to speculate.. could be 1 of a billion variables).

I would RMA them ASAP however, so you can at least get back up and going again.

They don't spin easily when I push them with my finger. They have both been running on 100% fan speed for maybe 6 months.

The bearings have gone out on them, try to RMA them, even at 100% for 6 months they should still be working.

check and see if the power of these fan's are connected

Are you able to RMA the cards? That is what I would do, otherwise you have to dust out the fan and see if lubing it up helps. Otherwise it's time to replace the fan.

The bearings in the fan might have gone bad which can happen due to typical wear and tear or just being plain faulty. The only solution would be replacement.
