Checked with friend's rigs. It looked like heat output is greater in 2x7850 than a single 7950. But a single 7950 has slightly lower hrate.

You've also gotta think ahead, if you decide in the future to expand your mining operation then having one slot already taken up instead of two will be a big bonus.  I personally found my 7950 (MSI Twin Frozr iii) easier to undervolt than my 7850 (Radeon) so I can drop the power consumption of that card even more.

i have a 9750 and am pretty chuffed with it.
haven't flashed it like. might have to be something i look into Tongue

I would take 1x7950. Hashrate lower than 2x7850 but less power needed. One card is easy to configure for mining,  lower temperatures are simpler to maintain (especially in closed case).

i got gigabyte 7950 flashed with f43 firmware and im sure nothing else can beat it by power to khash ratio.

Have anyone measured the power consumption for both GPU? Is single 7950 better than 2x7850 in terms of efficiency (MHS/watt)?

Edit: Two 7850s would have much higher number of processing core than a 7950.
