I did my own research which says that rx580 use 120watt from the wall, this is high power consumption just for 30MH, use that money to buy p106-100, gtx1060, gtx1660, these are the lowest cards that you can find your same price as rx580 and they consume less power.
p106-100, gtx1060 consume 90-100 watts at a hash rate of 23-25 megahash. The closer to 25 megahash, the more power limit you need to set. p106-100 is a very old video card for mining. The GTX 1660 Super and GTX 1660 Ti give 27-29 megahash at 90 watts, but the GTX 1660 will give you the same 23-25 megahash.
Which type of gtx 1660 super you referring to? I have two of those cards and with Trex miner absolute core clock i'm only using 60watts and on wall measure it's 80watts also this card does 31.5MH it has a hynix memory.
For profit calculations, we use average values of 29 megahash and 90 watts. Even 5 identical video cards may not always mine with the same settings. But if your video cards operate at 80 watts and 31.5 megahash, then this is an excellent result.

From wall it should be 86watts per gfx 1660 super but maybe you are in favour of the silicon lottery who knows? Absolute core clock is a safer I've seen a 1660 super using 50watt mining ETH on YouTube, still it's silicon lottery.

AMD Radeon RX 580 great price in todays market is $229 in 3d mark score value of money is 4317. It is a goog card for gaming it may get get high framerates all the time  and it can still power through modern titles with ease.  it is still good mid range graphics card The Radeon RX 580 remains a capable gaming graphics card in mid-2021. Sure, it's no RTX 3070, but for someone with $500 or less to spend on a graphics card, it's one of the few options available at the moment.

Maybe it's not the best time to buy a video card i think you have to wait to see the future of eth then the 580 consumes a lot of energy, with the same money you can buy a newer card (1050/1060) which have the same hash rate but they consume a little less

Even if it is for 8 GB card that can mine Ethereum it is still more power hungry than new generations of cards but if you have really cheap electricity like less than 0.03 Usd/kwatt then by all means in my personal opinion is a good buy.
In every other condition it is not.

If you happen that you have that cheap electricity like less than 0.03 Usd/kwatt buying three such cards for 1000 USD gives you like 93-96 Mhsh and it becomes a good buy.
And what will he mine after the ethereum stops being mined?
On these video cards, you can effectively mine Ethereum Classic, and the rest of the algorithms will lose to new video cards. If the POS testnet gives serious errors, then Ethereum mining will have to be done.

If a 1660 super can go for the same price then that's a better buy, less power consumption and 30+ MH but rx580 are getting older yes they do 30+MH too but power consumption is high, are you aware that ETH might move to PoS algorithm soon? That's a plus so think twice.

Is this a good price when the ethereum team launched the final testnet about 5 days ago?
I think this is a very bad price, and I'm sure that this is not the price of a new video card, because these video chips are not manufactured.
