That were false news
Something huge scale and bad have happened there
But event was completely perverted  by massmedia on purpose

This is second of very similar events
1st was years ago :
On the border between Italy and Swiss
Several perhaps japan's citizens got caught smuggling
bonds to Swiss, although sum was way less than now
and news were more naturally arranged

And now it is Kafka style story

I made a 30% yearly return off of US Savings bonds when investors drove up the price back in 2009 and then drove down the price.
