Disputing on paypal is like taking someone to court where the defendant lawyer & the accused lawyer will have to judge before the judge. At the end, the judge pass a final judgement which is final whether same case is taken to a different court.
Paypal dispute work's in same way. A buyer/seller can only dispute an item ( either item not recieved or not as described) once. Altough there is the possibility for a seller to appeal in case where shipped item was disputed/escalated & paypal took final decision in favor of the buyer because of delay on delivery.
Personally, i will not advice any seller to appeal after losing a specific case because it's time consuming and there is no guarantee that the fund will be returned back to your payp account.
