There is no secure deal via paypal no matter you meet anyone or even bring the aliens.
If you want secure exchange, then offer secure payment method.
No one in the bitcoin world will accept paypal from unknown guy, and people who even accept paypal from known guys with a lot of trading history got one in mind.
If u want someone to offer you secure exchange, at least give them security

Have you tried using Localbitcoins? You would find many people from Norway trading there. LBC enforces a sort of verification, so if you don't like that then you can try and get Ethereum through a similar site like LocalEthereum, they have no KYC verification and then get your BTC by exchanging it through Changelly or some other quick exchange platform.
Both these platforms provide you with escrow. Something you must have as a new buyer of crypto.
