Very unlikely, you will not find one who sells his Bitcoin for less than preev+10% and that rate is for trusted members, you'll be lucky to find one who sells you for preev+15%.
If anyone says he will sell you for something like preev+(something under 5%) most likey it's a scam and he will ask you to send first without escrow. Mark my word for it.

Are you out of your mind ? a Newbie and asking for a lower price than coinimal/bitpanda ?
I have 100 euro in my neteller account. Now on bitpanda rate is abou 633 € per BTC . If some trusted user is availabe to offer me a lower price could send me a message with his rate.
