They are the boxes ANACS use to return coins. They have 1 size for around a dozen coins, and another longer one for 2 dozen

Sure. MS65/66 might have a few (slightly) visible flaws. MS69 is nearly flawless. Seeing the difference between MS69 and MS70 would be a lot harder.
