As long as it’s not in the direct sun then it shouldn’t be an issue. I don’t think you are going to be mining in the middle of a desert will you? Most likely they will be covered. You just need good ventilation.

Keep in mind most GPUs can survive heat better than humans. So this is not really an issue. If the cards start to run too hot then they will most likely shut down anyways to prevent any damage.

The coolest cards that I know is Rx 6700 XT and Rx 6800 XT from AMD,they are triple fan and they run extremely cool even in a country with intense sun like in where I am right now,although it is winter here the temperature is 24 Degree Celsius.My cards are running at 41 Degree and 38 Degree the Rx 6800 XT,personally I have not seen any cooler cards than these so far.

Stay away from AMD cards then go buy 1660s and 1660 supers also make sure you build a mining case with cooling fans on them, breeze is better thing to look for, go around your house and find cool spot that breeze blows through time to time that's the perfect spot you want to keep your rig

In a harsh environment with heat what is the best graphic card you can advice someone to buy for mining? In this country I'm talking about the sun 🌞 is very intense so to avoid overheating or dead card what is the best GPU you can advice someone to buy?
Not in every country you should be mining if you cannot provide adequate cooling for your graphics cards.
I probably will not give advice, because it can be a reason for losing money.
If electricity is very cheap in this country, then you can use closed cases and cold video cards, but not buy top GPUs, for example 3080 and 3090.

You aren't going to mine with your pc in the sun right?  Grin you get a roof over your head yourself so your rigs will be fine even if the sun is shining so bright, all you need is space between the cards to make heats go away easily, get fans or exhaust fans instead
