I guess your mail was probably marked as spam or it didn't meet the yandex requirements for honest mailing lists.. According yandex support, to resolve the problem, go to Yandex Mail and send a test email. This shows the system that messages are not being sent by a robot.

It could also be caused by some anti virus that might be installed in you system. Like; kaspersky virus remover tool or curelt or as RickDeckard said your service provider might be in the Russian block list.

What probably is happening is that Russia blocks the particular service that you are using. You can use Russian Federation by Roskomnadzor[1] page to see if your particular service is being blocked or not.
For example if I type "mail.google.com" in the search bar I get a reply that translates to : "Nothing was found for your request" meaning that you can use Gmail. However if I type in a more privacy friendly service such as Proton Mail (proton.me) the message is the different -> "Access to the site is limited". I suspect that this blockage is more than "limited" meaning that you probably won't be able to use Proton services to get in contact with Russia based companies (such as Yandex case[2]).

While i can't answer question on thread title (since i only tried their free API), have you considered different API provider or even run your own blockexplorer.

However, it seems that their email provider is Yandex or at least that's what I can see in the automated email rejected message I got from my email provider:

Blockchair email is hosted on Yandex mail and the response to you is automated from the Yandex bot maybe you triggered the anti-spam protection which is why your email is rejected.

Have you sent multiple emails in a row? I tried to email them but I didn't receive any response from the bot. You may be sent email multiple times today?

Blockchair is quite famous for their API, but the paid, unlimited version can only be bought online with PAYPAL. Big irony for a block explorer. If you want to pay via other means like credit card or crypto then you have to send them an email.
