Quick update. This guy is still a scammer. He is both the owner of vccandbank.com and lightvcc.com

Found that by contacting these people: www.aspkin.com/forums, www.auctionessistance.com

Apparently many of their customers got duped as well.

There's so many people or places that just outright try to scam people or provide low quality stuff.

What I do know is that https://www.aspkin.com/forums. is the place that started all these stealth stuff. Other places are just copying him.

In real life you can try new places, you can check a new cafe, you can go to a new bar. But in bitcoin community, anything that is proven otherwise is a scam Cheesy
If you are really in need of VCC for bitcoins, you can try any trusted providers like coinsbank / spectrocoin and many others.
I have seen many people are selling custom loaded VCC in digital good section, you can order with them with an escrow.

Definitely some serious malware. I got a virus when I went.

If you want good sellers, then try:

Aspkin Forums

Buyvcc

Auction Essistance

My browser flags the site as 'do not go further, malware detected'. Well, my browser never failed me on this thing regarding security and malware, so I guess it's safe to say that you'd be better off staying away from that site before getting burned by using their service.

Scam indeed. A customer of ours purchased from them and they were ripped off like an Asian whore in a back alley.

We now advise our customers for banks to go with sellers on the Aspkin forums or Auction Essistance. Either way, you can't go wrong.
