I will no longer use bitinstant.

Instant doesn't really mean "no response to support tickets"

Instant doesn't really mean not trying a 2nd time to complete an order that failed due to remote site API failure (due to brief ddos)

Instant doesn't really mean waiting 24hrs to get a response, refund, or payment.

I understood there to be delays going from cash to gox (by whatever means)

There was no mention of delays going to paypal.

I love the response I got when I opened a ticket because their stupid capcha failed to load
:"My Company" was the opening line from their support desk. Too busy scamming to bother changing the default for responses to support requests.

It's become a joke from all I can tell. Grew too big too fast, and won't last.

They're too busy making money off scamming to provide customer service.

Loosing money due to incompetence! I placed an order on their site and when it processed I received 2 emails at the same second from 2 different IP addresses. When I checked they also sent the transaction twice. So they doubled up on servers and didn't account for race conditions. Nice!

Another time their system failed "Order Status: Processed, API Response: Sorry your balance of $1.25 is too low)" and their support processed the payment twice within 5 minutes. And in this case the order status is not updated on their site, no transaction email.

And I let them know the issue and they don't even want their money back. So my conclusion is they are not out to scam anyone but just utterly incompetent.

The only issue I have with Bitinstant is when I put in an order to go directly to a bitcoin address. It goes through fast, but seems to go in at the highest price of the day on the highest exchange at up to $10 over the price it should be.

That sounds iffy.

From what I've read, most payments are going through right away, but there is a medium chance that you'll experience problems. If you do experience problems, you typically will have to wait over two weeks for a resolution if your problem is an issue that can't be handled by tier 1 support.

What type of problems can't be resolved by tier 1 support?
Basically anything involving money. They can do basic tasks such as helping you through the process and reprocessing an order that originally failed.

Is bitinstant now safe to use? I had used them before and it was quite convenient for me. However, I was put off when many people claimed to not be receiving their coins during the recent exchange rate fluctuations? Should I be worried about long delays?

I've used them before on several occasions and never had a problem. Soonest received was literally 1 minute after I paid for the money gram and latest was several hours.

If you want bitcoins fast this or meet up with someone in person. Or just join bitstamp or btc-e.

I think they are in the process of training a large support staff, however these suport staff don't have direct authority over money (yet).  It should improve over time. They really got slammed with customers.

  I used them a month or so ago with no problems.

Sounds like they're having a hard time keeping up, lately.  And if anything goes wrong, good luck..!

Bitinstant are pure scammers. I have ruled out incompetence by now. I have waited a month for a transfer. They behave in perfect accordance with scamming tactics with constantly new methods of stalling.
