Every coin has a Difficulty Retargeting. Let say bitcoin, bitcoin has Difficulty Retargeting every 2016 block, referring to block time (10 minutes), 2016 block would be 14 days. Sometimes we find on block explorer that bitcoin block time doesn't match 10 minutes, but the network will try to keep 2016 block solved in or within 14 days.

I'm trying to fgiure out the maths behind sites like WhatToMine, and I'm getting some fairly good "estimates" but as I understand thing the difficulty is adjusted so that blocks are found approximately as often as the block time. Is there a formula for this?

I'm finding that on some of the smaller coins the blocks are found at a completely different time to the block time. I guess because difficulty isn't keeping up with the change in network hashrate etc. in this situation, is there a way I can find the average time between the last x blocks? The obvious wat to me is to use an explorer, and look at the last block, the xth last block, and divide it up, would that work?
