Ive recently switched to gen2 pcie in the bios settings snd it has sorted a similar provlem i was suffering with.

Similar problem? U mean other than unstable hashes?

Based on my research this could be a MOBO problem. Read a lot of stories about this mobo. Latees BIOS update didnt help either. Hope asus will find a fix soon.

3GPUs to RM1000X and 4GPUs to HX1000. Tried with 3 cards, fluctuations are there.
If the issue is not related to your Power Supply, then it leaves only 2 options as cryptocoinfarmer mentioned.

Either the driver(s) you are using are not working as they should. Solution: Downgrade
Or the video cards are faulty Solution: Rip

There can be several variants:
1.) faulty video card memory.
2.) Driver problem.
 
Can you describe your wiring connections to both PSUs?
Did you try to run your rig with only one card and see if there are any fluctuation in hash rate?

I dont know what's causing the problem. My first rig, 5x1060, 2x1070 running almost 23 hours a day with zero fluctuation in hashrate. Reg, 1070 hashrate is stable at 32.3 all the time. I set up my second rig recently and I used the same OC settings as the first one with 7x1070. Unfortunately the hashrate is drastically changing from 18 to 32, no matter how lower the OC settings are. Checked the PSU, they are brand new, 1xHX1200 1xRM1000X. First rig is running on 1xRM1000X 1x850X. Temp are almost same, infact the later rig is provided an exhaust fan nearby. What could be the problem?
